USB ports disabled in Bios and in Windows

I have a desktop, how do I enable USB ports in BIOS and Windows if they're all disabled? I run windows 7 and have an ASRock motherboard.
 
Solution
On the back of your system or tower case you will see the main I/O shield.
You will see a circular connection colored purple and green, above or bellow it you have two usb ports.

Connect both your mouse and keyboard to those two usb ports of the system.

Restart the system, and while booting press the assigned key on your keyboard to enter the bios setup menu of the motherboard.

If the board is new and is UEFI capable, look for an advanced bios or settings mode option for the bios.
In the advanced menu options you will find the options to enable or disable use of each of the provided usb ports on your motherboard.

Enable them.
Then save the new changes you made before you exit the bios setup options.

To load windows 7 in safe mode...

Thanks for the replies! I found a button that resets the UEFI to it's starting settings. I couldn't access BIOS because the USB wasn't responding to the keyboard, so there was no way get into the BIOS.

Okay, the mouse and keyboard work in BIOS, but they don't work in Windows. I went to USB configuration and enabled everything, but the problem is that I accidentally disabled them in Windows. I can't type in my password or move my mouse in Windows, but everything is fine in BIOS.
 
Try booting in safe mode and enabling them there.

In any case, if that still doesn't work, there is a workaround: try to borrow or find a PS/2 keyboard (maybe you got one laying around somewhere) and use it to type the password. You can also use it to enable USB ports, mouse is not required at all, although it would be easier.

To load windows 7 in safe mode, when you first power the system on keep pressing the F8 key on your keyboard rapidly.
You will then be presented with a OS booting menu options where you can select safe mode for windows 7.

Once in windows go into device manager and delete the keyboard and mouse from there respective hardware listings category.

Then restart windows.

Everything should now be back to normal after that.
But go into the hardware devices and check all usb ports are reported as working Devon.
