[SOLVED] USB ports lose power several times during boot

Hi, I have noticed that USB devices attached to the ports turn off and on several times while the PC is booting, but once the boot is completed they work normally. For example the USB ports work normally during the "press f12" splashscreen, then they turn on/off quickly 3 times, then they stop during Windows logo, then they do off/on again and lastly they stabilize. Is this normal and is it strssful to the devices attached?

If they work normally after getting into windows, for me it seems normal.
As far as my experience goes, it seems like checking.
