USB ports not working

I have recently installed win 8.1 on a Toshiba Satelite PRO C850-1HE, and the USB ports on the right hand side have stopped working

Did you install with the Toshiba recovery media or a bog-standard Windows distribution? If the latter, you will have to download drivers from the Toshiba site.
