Yesterday, I changed the system locale from English to Korean to see the Korean subtitles on my computer. After the computer restarted, I got to the Windows log in screen and noticed that my keyboard and mouse did not respond. They are Razer Blackwidow Ultimate and Razer Death Adder (both USB). Therefore I couldn't log in. I searched with my laptop what was the problem and found out there was no relationship between changing system locale and affecting USB ports.
I also found out that keyboard and mouse won't work in BIOS stage since pressing F2 did not go into the BIOS. I pulled out an old PS/2 keyboard and this one worked. To me, it seemed like there are no powers given to any of the USB ports (both motherboard ports and case ports). Keyboard and mouse worked fine when I plugged them into my laptop.
After plugging PS/2 keyboard and logging into Windows 10, I checked Device Manager. I found that there was a yellow caution exclamation mark on USB xHCI compliant host controller. Since I didn't have a mouse, I used only keyboard to inspect it, and it said
this device cannot start. (code 10)

the requested operation was unsuccessful.
I tried to fix it by uninstalling, reinstalling updating drivers, but none of them worked.
I tried CMOS clearing by removing CMOS batteries, changing xHCI hand off settings in BIOS.
I tried Refreshing/Resetting via Windows.
None of these fixed the issue.
I want to try formatting and reinstalling Windows 10, but since none of the USB ports are functioning, I could not set the Boot option to USB in BIOS (AsRock UEFI).
I doubt my motherboard is fried since all of the other ports are working (Ethernet, speakers, etc)

Motherboard: ASROCK B250M-HDV 1151 MATX
CPU: i5 7500
GPU: EVGA GTX1060 3GB
PSU: EVGA 500W 80 PLUS PWRSUP
Memory: DDR4 Crucial Ballistix Sport LT 8GB X 2 (16 GB)
SSD: SANDISK 120GB SSD PLUS (Windows 10 is installed here)
HDD: SEAOEM 1TB BARRACUDA HDD OEM
