USB ports and LAN port light are powered on even after shutdown and PSU is witched off.

what are specs of the PC?
By switched off, do you mean you flicked switch on back of PSU or that PC is just off?

Some USB ports will still have power after shutdown but its mainly for charging phones. Mice/KB lights should turn off.

That is a useful feature for USB charging of cell phones.
I would imagine that there is a bios setting to disable the capability.
