USB problem-printer

I have installed win xp pro on a new computer and all seems fine.
I have tried to add an Epson C44 usb printer but it will not work. The
drivers are loaded and the computer has the information in printers that a
C44 is the default printer. However the PC will not 'see' the printer,
during setup the computer should search for the printer but it did not find
it, I was able to load the drivers anyway.
I think it is the USB port that is at fault as I have tried the cable and
printer on another computer and they work. I have tried the printer in each
of the 4 usb ports and nothing.
When the printer is turned on it makes that sound you get when a usb device
is plugged in but it does not show on the taskbar.
I have uninstalled and reinstalled the drivers without luck.
In device manager the usb controller is shown.
Hope the above makes sense.
Does anyone know what I need to do to get the printer talking with the
computer.

If your mobo requires it, have you installed a USB chipset patch? Have
you installed the XP service pack (doubtful if helps but cant hurt)?
Have you tried other USB devices successfully on this pc?

This is going to seem relatively simple, but have you checked to see if your
USB ports have the drivers loaded? Look in Device Manager and see if there
are any yellow question marks by the devices. On my new installs of WinXp
I have to manually load the proper device drivers for USB 2.0 after
installing Sp1.

Just a couple of questions, when you start up your pc with the printer
connected, does windows show found new hardware? If it does do you also get
a message cannot install this hardware?
Have you tried other devices connected to the USB ports, eg mouse? Do these
work?

I am sorry this has taken me time to reply but I have been busy addressing
the problem with your help.
I have tried all the ideas but it would not work.
In the end I bit the bullet and started again. Clean install XP.
I now have a fully functioning machine.
