Question USB3 Front Panel not working

Hi I have recently rebuilt my PC and installed a new USB front panel which has 2xUSB2 & 2xUSB3 ports.
The 2xUSB2 ports are working fine but the 2xUSB3 ports are dead. All is connected ok.
I'm not sure how to problem solve this issue. Please advise.
BTW the USB3 ports on the back all work.

My system is:
MB = Gigabyte P67X-UD3-B3
Front Panel=CHIPAL High Quality 19+1 20Pin 4 Port USB 2.0 USB2.0 HUB USB3.0 USB 3.0 Hub.

You can double check in Bios if USB Legacy Support Is enabled...And Check if the Front PAnnel USB3 pick up and listed.
Maybe Reinstall the drivers of the USB3...Check if Windows detects something at Device manager When you insert something in the front panel USB3 Ports.

In my Device Manager window under Universal Serial Bus Controllers there is no "USB Root Hub (USB 3.0)" showing.
