Hi,
Specs:
rgb case
Core i5-9400F
Gtx 1660 ti
240gb ssd
Psu 650W rgb
Motherboard gigabyte H310M
8 GB ram
I want to buy this used pc for 420$,do you think it is a good deal, especially that the component age is one year only.
BTW we have an inflation problem in our country (Lebanon) so the equivalent of it as a new case will cost me 900$.

Solution
If all other components are effectively the same, then there isn't a huge performance difference. The difference in cost would allow you to upgrade the i5-8400 system with more RAM immediately, and perhaps a PSU upgrade sooner. That would be my reasoning behind the choice.
Hi, I mainly want it for gaming..
so I found this used pc (told me used 11 months) for 460$, I know I must upgrade ram to 16 GB and PSU is not good. Also I have a 500GB SSD.
Specs:
1070ti gtx Nvidia
Ram 8gb
Msi board B360M pro-vh (MS-7B53)
i5 core 8400
Thermaltake LITEPOWER sereis 650 watt
1 TB HDD
So what do you think, is it a good deal for 460$.
There is another pc available for 630$: i5 9400f,gtx 2060,8gb ram, h310m mobo, crappy 650 watt psu, 500 Gb ssd.
Which pc do you think is better
BTW I Live in Lebanon, so the prices of the above components brand new is 25% higher compared to amzon and pc part picker cuz of import taxes plus there is an 11% VAT so the cost of the same components brand new is near 1000$
Here is an example for a similar but new pc https://ezio313.imgbb.com/ it cost 930$ with VAT
Thanks in advance

i5-8400 matched with a 1070 ti
vs
i5 9400f matched with a 1660 ti

Roughly those combinations are going to give you pretty much the same DPS. The 9400f is slightly faster than the 8400 but the 1070ti is also slightly faster than the 1660 ti.

-Both have mediocre power supplies
-8GB of RAM is doable but limited in gaming terms, many titles out there will take 6GB by themselves.
-h310m is the bare minimum for connection options and PCI-e lanes

If you have a 500gb SSD to add in then pick the cheaper system with the better motherboard.

Wow. An almost 200$ difference when the 2 PCs are almost the exact same in performance.
-The i5-9400 is an i5-8400 with a 10mhz bump in clock speed.
-GTX 1070Ti is on par with RTX 2060.

This one's a no-brainer. You are right about the 16GBs of ram and the crap psu. That is not a unit suited for running a gaming PC.

They are different sellers, so go with cheaper ha, althoughthe 630$ system is more recent (1 vs 2 years old)
Thanks in advance

I agree with @phaaz. I would opt for the cheaper system as the performance difference isn't justified. Although I understand that the more expensive build is more attractive since the parts are newer. I also have trouble believing the first guy that the PC is only 11 months old. I would say to negotiate the 630$ PC down to maybe 550-600. If not, go for the 460 one.

Assuming you mean the new PC in your initial post, I still think the used PC specs are good for the price especially if you can make those upgrades.

The i5-9400F is technically better than the i5-8400, but it's a really negligible improvement.
The RTX 2060 Super isn't that much of an improvement over the GTX 1070 ti (dependent on game), unless raytracing is important to you.

While it's true the i5-8400 system is used and the i5-9400F system is new, if budget is a consideration it doesn't seem to be close to a $500 improvement if considering performance. (Also true it isn't strictly a fair comparison.)

Thanks for you response, the i5 9400f with gtx 2060 (not super) is is also used but less
It is sold for 630$ so the difference is 170$

The latest one is very good spec
Only to add 8 or 16 GB RAM and replace with budget PSU like cooler master mwe V2 550W

I guess first of all you cannot buy a V2 right now. The product is listed on pcpartpicker, but no one carries it. Secondly this person lives in Lebenon and all Cooler Master PSU at his/her preferred etailer are sold out and none of them are the V2. The best PSU I found at a reasonable price at his/her etailer is the Cougar CX-S650-V3 for $79. Finally in the USA the original 550W CM MW is $83.98, we all agree that isn't a good PSU, but for $89.99 you can get a 550W Seasonic Focus GM. A 600W EVGA GD (2019) runs $72.98. 550W Corsair CX(2017) $69.29 & 550W CXM $74.99. Yes I am extrapolating from the prices listed for the original CM MW to have an idea what the V2 would cost, but I don't think I will be far off in terms of its price when available. Lets be honest if you had a choice between a CM MW V2 @ $84 and a Seasonic Focus GM @ $90 you would spend the extra $6 in a heart beat to get a superior product.

HI, LAST Question.
My friend told me about this power supply, claiming it's decent and efficient for 50$.
