Used i5-4460 vs brand new i3 8100 build

So I'm planning to buy a PC for gaming. At first I was planning to build a new PC with this specs:

CPU: Intel i3-8100 3,6 GHz
GPU: MSi Geforce GTX 1060
Mobo: Asrock Z370 Killer SLI
HDD: WDC 1TB Blue
RAM: G.skill RipjawsV 8GB DDR4 2400Mhz
PSU: Seasonic Si2ii 520w 80+ Bronze

The whole PC would cost me about 860 USD ( +-13.000.000 IDR) that includes a 22" 75Hz Acer Monitor, Keyboard excluded.
But recently, my brother in-law offers me his used PC, haven't seen the PC myself, but the specs according to his explanations are:

CPU: Intel i5-4460
GPU: Geforce GTX 960
RAM: Corsair 8GB DDR3 2133Mhz
HDD: 1TB

I don't know the mobo series. for the price, he gives a roughly 650 USD (10.000.000 IDR) that includes his 144Hz monitor, zowie ec-1 mouse, mechanical keyboard, and maybe his HyperX Cloud Gaming Headset.

I only play games like R6S, PUBG, CS:GO, GTA V and I'm also planning to play other new games such as Witcher 3.
For my brother in-law's build, I probably would upgrade the GPU to a 1060 6GB, but I'm still not sure if the CPU itself gonna hold up for another 2-3 years and I'm not opting for a whole system upgrade.

So which one is the better deal for me?

Without knowing what pricing is like in your area, I wouldn't personally pay that much for a 4th gen system. Perhaps half that if you are looking to do him a favor.

The used system should game 1080 medium settings decently, sub 60 FPS.
The new system is, in essense, a very similar proc to the 4th gen i5 series and faster iGPU/RAM to boot (with DDR4). Insofar as future proofing and the listed price difference, go with new.

Fyi a GTX 1060 6GB would cost 300 USD in my area, but I may go for another alternative, the RX 570 4GB which cost about 230 USD. and Even though I agree with you to go for the newer build, I can't just skip my brother's deal simply because of that 144Hz monitor he included within the bundle. But still tho, the processor itself gives me the doubt.

The 650 USD price tag that my brother offers is still negotiable. Is 530 USD still too expensive?. From the benchmark that I watched on youtube, yes the 4th gen i5 performs pretty much the same as the 7th or 8th gen i3 which makes the i3+DDR4 RAM a better option for future proofing, but I can't just simply skip my brother's offer because of the 144Hz monitor included in the deal. The processor tho, in my opinion is way too old.
