Hey, i was wondering are processor and graphic card likely to wear off and should i buy them used ?

graphics cards are fine to buy used, i would find one with a good cooler cause that reduces the chance that the previous person didnt completely scortch it. depends on which one. i bought a used 570 reference card without knowing the previous owner for my room mate and its great.
