Used to get 140fps now getting 45fps?!

I have been playing rainbow six siege for a very long time now. i usually run a mixture of between very high and utra, and i would run smoothly at around 120-140fps.... Now that i have reset my pc and installed windows 10 pro i now lag at 45-60fps on high!
I have checked cpu temps they are all fine running at average of 50 degrees, averages about 60% usage. graphics card runs at about the same temps and about 35% usage

I have a AMD Fx-8350 ( 8 core running at 4.1GHz )
and a gigabyte 1060 6gb

This will probably not help you as I assume that you've already done so but have you:

Got all the necessary software to run games? Direct X, redistributable c++, netframework etc?
Got all the necessary updated drivers for your gpu?
Power plan set to High performance?

I have got the pre installed windows c++ programs, i don't know about netframework nor directx. I reset my pc as i stated above, but all my games were installed on another harddrive ( windows is installed on ssd )... My game launches fine but i haven't installed directx prior to windows reinstall...
I have also checked " dxdiag " and it states i have directx 12 instaled.

Have you perhaps gone to Control Panel > Hardware and Sound > Power Options > Edit Plan Settings, hit change advanced power settings, find processor power management, and check maximum processor state and see what percentage it's at?

It is at 100% and i have the high performance power option ticked with the sleep and power off options set to never.

I have now installed every update on windows, as some were not installed... This didn't fix the issue, used nvdia geforce to reinstall driver, i done custom install to remove previous drivers from the pc for the gpu and reinstall new ones...

I had to reset my pc due to file corruption, i installed windows 10 pro ( and yes it is activated ) and it seems to now lag, I don't experience any lag on most games, i have yet to try run gta v, i will try that and report back if it lags, if not problem is with the game most likely.... I am also currently reinstalling rainbow six siege.

I do have Nvidia Geforce Experience & Nvidia contorl panel, i never muck about with the settings on the control panel though before i reset.

You might want to at least check if it's on high performance mode and see what's on like triple buffering etc.

Sure! If you go to Nvidia control panel and go to "Manage 3D settings" And check what power management mode it is, and what threaded optimization and triple buffering is as well.
