Used watercool 290x vs new strix rx 470 4gb.

Hi, currently rocking a gtx 950 2gb from asus. Looking for a decent upgrade for my 1080p screen. I can get new rx 470 4gb for $225 or i can grab a used 290x for $160 and watercool it with frostflow 240g 240mm radiator gpu cooler for extra $65. Which configuration is more worth it?

290x if you are also going to watercool it
