Hi

I have 2 OU's (Admins & Users) with different policies assigned.

I want the people in Admins to be able to install software on the
workstation. How?

Many thanks
Oli

Put the IDs from the Admins OU into a global group. Use Group Policy
to add the group to the local power users group or otherwise give
them permissions to install software.
