Using a new partition to make a boot drive for new computer.

I plan on building a new computer in the next few months ,my current hard drive has win 7 oem on it. My question is , if I was to partition the hard drive then format it ( new partition) with new computer then install new os ( windows 8.1 retail ) on partition could I use as a boot drive on new computer. I understand I would have to possibly do a selective boot if need be or transfer files from old partition if needed.

Just reformat the hard drive. I don't see why you would keep the window 7 licence.
If you want certain files kept, move it elsewhere or upload it to a cloud storage.

THought of that but this is a shared computer and some programs (none of the ones I use personally) are work related programs and would be harder to replace but if reformatting is only option I'll see what i can do to re-install those programs

You would have to reinstall programs and applications anyway.
