Using an anti static mat?

So lets say I'm working on a computer on a anti static mat but the mat is on my carpet. If I'm connected to the mat with a anti static wrist strap and the alligator clips on the anti static wrist strap is clamped on to the mat and at the same time my case and all my pc components are on the mat am I safe from esd?

Technically, the mat should be connected to a ground. However, you're taking more then enough precaution. Just touching the metal portion of your PC case is enough to disperse any static build-up on your body - don't really need the rest strap. Be sure to handle components by their edges - keep your fingers off of pins and contacts. Last, don't go dragging your stocking feet over the carpet before you start building your PC!
