[SOLVED] Using lower resolution in displayss- Customizing black bars

Lets say I have a 22'' monitor and its resolution is 1920x1080.
If I use a lower resolution lets say 1600x900 I will have some black bars ...
It will have black bars on top,bottom, right and left .
Can i move the image lower and have black bar only on the top ?.
I heard that you cant customize black bars.....
Not even with any AMD/Nvidia software or Windows 10 ??
There is not brand that allows you to that customization ?

With 1600x900 on 1920x1080 screen you will either have no black bars at all (stretched image) or have black bars everywhere (top, bottom, left,right), because both resolutions are 16:9. This depends on scaling settings in display drivers of your monitor.
