I have an all amd system and am wondering if it makes sense for me to buy a cheap used gtx 750 as a physx card. My system specs are as follows:

Ryzen 5 1600 oc to 3.9 GHz
Gigabyte Rx570 4 gb
2x8 Hyper X 2666 MHz cl15 ram
Msi B450 Tomahawk mb
650w psu

Does it make sense? Will it work? Will i also see improvements in applications that benefit from cuda acceleration (i.e. premier pro etc) ?

Solution
I wouldn't. I'd simply buy the single most powerful card my wallet would allow me to and then work with GPU as is instead of adding more hardware. Also, what is the make and model of your PSU? Just adding a GPU doesn't mean it's all fine and dandy. You're going to have to work in power draw. Overclocking will demand more from the PSU and the entire system with the RX card, you have, will already be drawing near or more than 500W.

I have a Corsair VS650 80+ white power supply.
It's a pretty budget oriented psu. Also the GTX 750 has no need for an external pci-e power connector. Also, will I see performance improvements in games utilizing physx if this were viable?

had this been 2007 i would have said 'go ahead' but its 2019 and physX is so pointless nowadays. Especially in games, unless you want to play the old Crysis games...
