Utilization limit always at 1

In MSI Afterburner it shows "Utilization limit" is always at 1.
I dunno what it is but seems little weird that it wont change,

If it drops to 0, that means it's thermal throttling, which is when it decreases performance to keep itself from overheating. If it thermal throttles, it means you have cooling issues.

70 Celsius on the package or the GPU itself? If it's 70 Celsius on the GPU, just increase airflow throughout your case. However, I wouldn't consider 70 Celsius to be dangerously hot at all, it's cooler than mine run at when I have a heavy load on them.

Yeah its not hotter then usual i just wonder why its uzilation throttling?
