V sync and 144hz Help Pease

I heard a way to check if your games running at 144hz is to turn on V-Sync. For some games such as CSGO this works perfectly, however games like smite and overwatch are a bit different.

Smite for example no matter what hz I set my monitor too (144hz, 60...) my frames never lock at 144, or 60 frames. Instead my frames jump from 200 frames to 300. Why isn't v-sync locking my frames to 144hz?

Now for Overwatch its also quite similar. After turning on V-sync and restarting my game even though I don't need to my frames never lock. However If I run Overwatch in windows mode it does lock onto exactly 144fps. Thanks in advance for the help!
 
You can always force V-sync on for every single game using the Nvidia Control panel or AMD Crimson/Catalyst.

(these are quotes)
Crimson:
Open the Crimson software>Gaming>Global Settings>Wait for Vertical Refresh, enable.

Catalyst:
Graphics - 3D - all - scroll down to 'Wait for vertical refresh' and and set it on the 'quality - allways on' option on far right on the slider

Nvidia Control Panel:
Advanced > Manage 3D Settings > Global settings, scroll down to the bottom > Vertical Sync > Select Force On
 


Doing this actually ruins it for every game. Even is CSGO my fps isn't capped I have to put vsync on in game to cap I don't know what's wrong 🙁
