Question Valorant CPU 100% and other apps just extremely high CPU usage ?

Everything was fine just about a month ago and now my stream is extremely laggy and the game is stuttering and its just a headache. not only is it valorant its everything else like chrome and other apps just extremely high cpu usage.

so i wonder what difference is between safe mode and normal.
windows 10?
