Im looking at buying a used system. The person is asking for $700. Does not include a GFX card as I already have one. Is this a good value for the price? Will be used for gaming as my current system is from 2013. The parts prices alone compared on Newegg seem good, but that doesn't always mean much on an older system.

RAM: G-Skill Trident Z RGB 3200 32gb Total Ram (4x8gb)
CPU: Intel Core i7 9700k LGA 1151 3.6 GHZ 8 Core
MOTHERBOARD: Asus Z-390 A Prime Motherboard
CASE: Liam - Li 011 Dynamic Modular Case
CPU COOLER: Cooler Master Air Cooled RGB CPU cooler
HDD: Seagate Barracuda 1TB Internal Hard Drive
SSD: 256 gb SSD Drive
PWR SUPPLY: Corsair HXi Series HX850 850W Power Supply

My guess would be that price is too high.
Go to pc part picker and play around with new builds to see what you could get for $700.

This is purely their cheap sample build for $400. From a quick look the 5600g they include with this sample is faster than a 9900ks which is quite a bit faster than a 9700k.

Note I am not recommending you actually buy that $400 system but from what I can tell that system is better than system you list.

My computer is also a 9700K with Asus Rog Strix Z390-F gaming with 32 GB of RAM
My GPU is RTX 3700, but if you ask me to buy my computer for that price without the GPU, I would agree in a second.
No it is not a good value, 300 USD is a good value, 400 USD is an acceptable value.

you would want to avoid the older CPU if you want online gaming.
bunch of the network functions have been moved into the CPU to allow low latency.
value of the machine drops pretty fast with age. motherboard bios updates an bios security patches also stop.
I would not buy a 2018 discontinued cpu.
I would skip unless I got a very good price ($300 US)

cpu cooler at End of life, discontinued CPU, old small SSD, HDD not a good idea.

if you do get it run crystaldiskinfo.exe on the drives to find its health and total power on time.
HDD look at the number of hours run plan on 3 to 5 years of life
old ssd the size shrinks over times due to write endurance issues. often bugs in the old firmware and you have to update if you can get the firmware updates.

even a cheap new build would have a better value for $700
