Vampire the masquerade, bloodlines console problem

I tried using tidle, the thing under EsC and @ but none of them will open the console on VTM: Bloodlines on windows 7. anybody have an idea why or know how to open it?

You need to edit the game launcher's properties. under the Shortcut tab, in the target box, add "blahblah\blah" -console (no space in between.
