I second Phazoner. I read that underclocking the Vega 64 allows it to run cooler allowing it to perform a lot better. Also, there are benchmarks where the Vega outperforms 1080tis in certain games. Essentially, to each of his own. However, to each of his or her own. We can tell you which card is better and yada but you may have a completely different experience from all of us. What are your current specs that you will be using along with the cards?

Depending on the game there's a benefit for one or the other. I would pick the 64 as it is cheaper and you can pair it with a much cheaper Freesync monitor. Advice: I heard that the Vegas have a high consumption that can be solved with undervolting.

I guess depends on your PSU, you'll need a decent 650w as a minimum for the Vega 64, so as long as you have this, probably get the Vega, the 2070 is going to offer very similar performance but for more money.
