Question Very high fan speeds but low temps

My GPU fans are spinning at very high speeds, even though the temperatures are quite low imo (3000-4300rpm @ 40-60°C, why?) Even when I tell it to run at max 15% in the AMD Radeon Software it's still hovering around 4300rpm. My graphics card is a ASUS TUF Gaming RX 5700 XT.
