When I play Rocket League, my frames drop from 350 to 120 and it causes a lot of frame freezes and drops to like 30 fps. Task Manager says that Rocket League is using Very High amount of Power Usage and it indicates it red. I really need help with this because i want to play the game, but this problem makes it impossible to play normally and competitively. It only happens on Rocket League, all other games and apps work just fine.

PSU; 650 watts gold
GPU: GTX 1660 SUPER.
CPU: Ryzen 5 3600x

Since mentioning taskmanager i assume you talk about cpu usage .... or maybe ram usage.

He means the "power usage" column in task manager.

"Power usage" being "very high" in task manager just means high application usage relative to other applications. Which is normal for games. It doesn't directly correlate with the PSU. Could very well be that Rocket League is more demanding than other games. It's really only a useful feature when troubleshooting why the battery is dying quickly in your laptop, but it's enabled by default on all current versions of Windows 10.

The drop in frame rate may actually have to do with temperatures. So understanding what your build is beyond CPU and GPU would help.

FWIW: "Gold" is neither a make nor model of PSU.
