Question Very inconsistent core clock

This happens with or without me overclocking but I am getting very inconsistent performance in games with my 2070 super I bought last week and i7 8700. I look at the thermals and they are perfectly fine but the clock randomly goes from like 2100mhz to 1500mhz. It does the exact same thing when I reinstall drivers and overclock the card. It only seems to do this when im playing games because it works perfect when I benchmark it. Things also just run worse than they should in games compared to benchmarks.

Do you have any GPU tweaking tools like Msi Afterburner or EVGA Precision installed? Those can make cards act wonky especially if two are running at the same time.

Variation sounds like normal operation called speedstep.
But the multiplier for a 8700 should be higher at max.
In windows power management, set up for performance, not balanced operation.

would ram be able to contribute to bad performance by any chance?
