Very inconsistent gpu usage.

My gpu is being very inconsistent. In cs:go it's usage ranged from 0-100.
Is this normal? my build:
i3 6100
msi h110m eco
rx 480 msi gaming x 4gb
seasonic m12ii evo 520watt
1tb hdd.

My fps is also inconsistent, but that's normal in csgo i guess.
Please help...

If you are talking GPU usage, that varies widely by application, as well as by what is going on in the application at any given time. Perfectly normal.
