Very Low Bandwidth?

What can I do/what would cause me to have very low bandwidth all of a sudden?

I went from having 20 MB to 0.50 MB...

The first thing that I did was power cycle and reset my modem and router with now luck.

Also I am using a wired connection, but wired and wireless both have low bandwidth.

It's a good idea to use the correct terminology to make it easier for people to help you. 20 MB is an amount of data and has nothing to do with speed, you need a time quantifier such as "per second" to make it represent speed. Further, MB (megabytes) is not a common broadband speed, what you probably meant is Mb (megabits). Those two are an order of magnitude different.

Having said that, you've already reset the modem which is a good first step. The next step to try would be hardwire a single computer directly to the modem (i.e. remove your router) and test the speed that way. If that doesn't improve your speed, try another computer. It is a good idea to use a liveCD or something similar when booting this PC to ensure it doesn't...
