[SOLVED] Very low fps in games

I've been dealing with this problem for months now. So i`m playing PUBG i get 70-90 fps on high and every 30 sec my fps drops to 30 or below this lasts like 10-15 seconds and then its back again at 70-90.This happens in most of the games, I just finished playing a game of LOL where i started playing with 100+ fps and ended the game with 30 or below. I had this issue with my GTX 960 and 2 days ago i bought an rx 580 and its still the same. I'm suspecting the HDD and my RAM speed are the issue, I have an AMD 8370e and i'm using 1333 memory(I think i should be using 1600), and my HDD is pretty old. I've plugged the cable in my GPU, I'm using the latest drivers and i`m playing games at 1080p, any thoughts?
Good news: i just defragged my hdd and games are running smooth as butter, I will change the thermal paste on my cpu on the following days tho

Check the temps, usage and clock speeds ingame. This happened with my FX 4100 due to insanely high temps. Could be lack of RAM too, but as you are playing pugb I really doubt. A friend was having FPS drops, it was due to a windows limitation on RAM or something like this.

Solution
Maybe try setting fps at around 60 and see if it's consistent at all. Not sure what it is, but it might help narrow it down based on what happens. It could be hear and it cools over the 10 seconds, then it heats again, cools, repeat.. check temps
