Very low FPS on a high-end PC

Running very low FPS on any game on Steam i can play - even GTA V. Here are my specs:

OS: Windows 10

CPU: Intel Core i7-6700 @3.4ghz (quad core)

RAM: 16GB Dual-Channel @ 1063MHz

Mobo: HP 2B4B

GPU: NVidia GeForce GTX 1070

HDD: Seagate 2TB HDD

SSD: 256GB SanDisk SSD

What exactly do you define as "very low FPS?" Bear in mind that 60 FPS is NOT "very low," it's "minimum smoothly playable." 5 FPS is "very low."

I love how you say "even GTA V" like somehow that game takes less processing power...GTA V is rather poorly optimized, and in fact runs heavier on most hardware than many of the other games you listed.

Lag in Garry's Mod and/or Half-Life 2 is unavoidable no matter how powerful your computer is; the Source engine doesn't properly run multi-core, plus at least the version GMod uses does most of its rendering on the CPU no matter what you tell it to do.

As for the rest of those...well, as I said above, what do you consider "very low" FPS?
