Question Very Low GPU / CPU usage in games, and low FPS ?

Oh damn, I thought the gpu was running around 2200mhz, but that's the memory. 1150mhz, something is wrong there.
Open AMD Adrenalin, and click on the "performance" tab. In GPU, what is the tuning set on?

You could click on manual tuning and make sure the maximum frequency is at least 100%
everything is tuned to default. will try 100%
 
Turned the min fq yet im in a game and the fq is around 300mhz (I made sure to apply changes)

Before doing anything drastic I'd suggest double checking all of the physical connections on the card to make sure nothing is loose. Then use DDU to remove all video drivers and then reinstall whatever the latest available from AMD happen to be.

Used DDU and reinstalled drivers yet using 3d benchmark the results are practically the same. Going to try to flash the bios tmw.
 
Have you tried to use MSI Afterburner to see what it shows clockspeeds wise and potentially raise them there? I'm not sure doing anything with the BIOS is going to resolve this issue as I saw a few posts regarding similar problems and they'd tried BIOS to no avail.

TPU is usually where I'd look for VGA BIOS, but they don't have any verified XFX 6650 XT BIOS:


If AMD's protections are anything like nvidia's then you'd have to jump through hoops to use a different vendor BIOS. Assuming the card is still under warranty flashing the BIOS is going to void that most likely.
 
I've seen a ton of videos lately about cracked boards, solder breaks, etc...

Was your card mounted with a support brace or did you just have it hanging from the slot and connected st the bracket to the case?

ived used a piece of cardboard to hold it up for the first month or 2, but most of the time its just hanging.

Msi only allows me to go up to 1560
