I know that Wow is very CPU intensive game and is not well optimized, ive seen tons of benchmarks with different type of PCs and all of them had around 50% gpu usage,i have 10-12% everywhere, with lots of stuff going on around, lots of people dosnt matter. What could cause this ? gpu is pretty much old,gtx 1050...

Solution
With task manager set ''always on top''(dont like 3d party apps) graphics set to ''7'' with 1920:1080 60-75hz monitor (doesnt change anything) fps can vary on the zone,in main cities its 60+.

What i find strange is that,if i switch to dx 11 (using dx12) it says my gpu is 100% and cpu 50-60% even in some random zones without people, but as soon as i switch back to dx 12 my gpu goes to 10% and CPU 30%..what the hell is going on lol 😀
Last I knew, DX11 was the recommended API to use with older systems and lower end GPUs in WoW because DX12 was still buggy. I haven't played WoW since WOD and I haven't been following it much since so I can't be of much us there.

If you get better fps and don't lose any graphics eye candy, just use...
Cpu : i5 4690 (none K)
Gpu : Gtx 1050
MB : H81 -MVG4 R3.0
8gig ram - cant remb whether its 1600 or 1666mhz
SSD : Samsung 860 evo 500 gb
PSU : Seasonic S12ii Bronze 520w

Not much, but still good for a game such as wow,its optimized as a dogshit.
Ok, so when you say low GPU usage, how are you monitoring it? What is your FPS in game and what are your graphics settings and resolution?

If you get better fps and don't lose any graphics eye candy, just use DX11. It might be a driver issue causing low fps or when switching to DX12 it might be enabling v-sync with half refresh rate so instead of 60-75fps maximum it's 30-37fps. If fps is being limited by v-sync, it will make the game use fewer resources.

You could also try doing a game repair from the Battle.net launcher to see if there are any corrupted files that need to be replaced. You might also need to delete your configuration file so the game replaces it, then set your graphics settings again. I don't know if graphics are a separate file though. Also, try using Display Driver Uninstaller to delete the current GPU driver and then install the latest driver release. https://www.wagnardsoft.com/display-driver-uninstaller-ddu-
