Very slow boot time on an SSD (Windows 10)

I have Windows 10 with the latest updates, my hardware is:
i5-6600k running at 4.4GHZ and 1.3v
Samsung 850 EVO 250GB SSD
8GB RAM
Z170-HD3
RX 480 4GB
My boot time has recently been extremely slow (almost 2 minutes)
This is with fast boot enabled/disabled.
Interestingly Windows boot (The windows logo and loading screen) takes the vast majority of the time (90 seconds out of 110).
Any ideas what to do?
 
In the Windows 10 Registry search for EnableULPS. If that key exists, what is its value set to "1" or "0"? If its value is currently "1" change it to "0" and restart Windows. If the boot time hasn't changed then you can change that key value back to its original value.
 


Done, only change was app startup time was much slower.
Interestingly, I measured boot time 3 times now, all 3 had identical windows boot time (time before login screen) of 84 seconds.
Note: I use BootRacer to provide me with boot stats.
