Please be a bit more specific about what you mean by :

Is "first time" the initial boot? What is being loaded and how?

When does read speed become "fast" or otherwise acceptable?

More information and details needed.

Open Disk Manager and expand the window so all can be seen.

Take a screenshot and post the screenshot here using imgur (www.imgur.com).

One thought being that some app or utility is being launched or perhaps already running in the background thus slowing the system down.
 
That looks concerning. Earlier versions of the Samsung 870 EVO were plagued with reliability problems. Yours may be failing. Can you post a screenshot of CrystalDiskInfo, so we can see the SMART attributes?
