Very Sporadic CPU temps-high idle

System:

CPU: i7 4790k
Mobo: ASUS Maximus VII Hero
Heatsink: Corsair H100i liquid cooler with stock paste

Maybe the high idle and the sporadic temperatures are linked? This is what my temperatures has looked like all morning (3 hours).

Mine looks like a CPU ACTIVITY monitor, not a temperature graph.

It didn't exactly show it but we're talking 30C.....31C....40C....33C....30C...41C.

My idle is also way too high. If I sit in BIOS (without the processor really engaged), I idle at around 40C. I know there's the "idle doesn't matter, what is load" mindset, but that doesn't really make sense if your idle temp is roughly as high as a load temp, then you are effectively under load all the time - reducing the life of the processor. 30C-34C is ideal to me.

What can cause this? Heat sink too tight? Not tight enough? When I tightened the screws on the H100i, all I did was turn just until it wouldn't turn anymore - under a very moderate strength torque. The H100i WAS refurbished, but it was refurbished from manufacturer, so it can't be shitty. I get some Arctic MX-4 in the mail soon, so normally I'd say I won't be worried until I apply that - but surely these temperatures are incredibly sporadic.

Would it be voltage? It's also set to auto, and can jump I suppose but my last system (exact same parts) was not like this whatsoever.

P.S. I know this to be sporadic because in this system I've replaced the motherboard, CPU, and heatsink already, but before it was a very steady 35 for an hour straight. Very steady.
 
Im having this problem also. Same board and cpu. From what i see, this problem occurs commonly with the maximus vii hero. I think it might be the voltage. Im no expert but this is my guess. Let me know if you fix this.
