Very wierd Internet connection

hi, iv'e just installed windows 7 from windows 32-bit to 64-bit and since i did that i've had problems with my internet. soo... the things i have done to try to work this out is:

Reboot router
install the latest drivers for my motherboard, cpu, and internet card
install the latest windows updates
try with different ethernet cables
try with different routers

ps. i have to computer and the other one surfs on the internet very fast and plays every game with good ping and finds every server.

pps. on my steam it's says i am online.

okay, tried these steps, and it still does not work, what can i do, i am running out of solutions 🙁
