I've encountered an issue with my PC. I built it back in 2017, and it's been running smoothly since then. I needed to restart it due to a game-related problem, but the restart was taking way too long, so I held down the power button to force a reboot. Now, when I try to power it back on, my monitors remain black, and neither my mouse nor keyboard is working (LED's don't light up). I noticed that the VGA light is lit on the EZ Debug LED section of my motherboard. Any ideas on what might be causing this and how I can fix it?

I've tried several solutions from YouTube and other forums, but nothing has worked so far. Here's what I've done to try and fix the problem:
EDIT: I left the PC on for a little while, the GPU has gotten really hot.

- CPU: Ryzen 5 1600 OC @ 4.1GHz @ 1.35V with CRYORIG H7 Cooler
- GPU: GTX 1070 8 GB SC
- MOBO: MSI B350 Tomahawk
- RAM: Ripjaws V @ 3200MHz
- PSU: Seasonic PRIME ULTRA GOLD 650W
- Storage: SSD 250gb (WD BLUE) and HDD 1 TB (WD BLACK)
- OS: Win 10 Pro 64-bit
- (if relevant) 2 Monitors, main one connected with DVI, second one with HDMI

- Removed and swapped the RAM sticks, testing each one individually
- Replaced the CMOS battery and also took it out for about 10 minutes
- CMOS Reset
- Ensured all cables are firmly connected
