VGA LED solid red with and without GPU

So the motherboard is an Asus z170-a. I sent it into RMA a couple weeks ago because it wouldn't boot, got it back saying its fixed. My problem now is the VGA LED light is always on and I don't get any display. Here's what I've tried:

CLRTC
CMOS battery
Using CPU Graphics
Changing PCIe Slots
Different TV and HDMI Cable
Different PSU Power Cord
Putting a different GPU in this computer
Single RAM Stick

I'm sure theres more I've tried im just forgetting, any suggestions would be greatly apreciated, thanks!

Kingston HyperX Fury 120GB HDD
WD Blue 1TB HDD

If board fixed, then it might be a CPU issue too.

There was nothing wrong with the CPU when I took it out to send it in though.
