Question Vga light rx 590

Hello i have a problem with my gpu.

I removed my gpu from the motherboard to test another gpu to see if its working ( rx 6500 xt) and when i installed my gpu there was not display and the vga light is on.When i use the 6500 xt is fine but with my rx 590 its not working. i checked the pins but they are fine they arent broken. Idk what to do i removed and re installed the gpu so many times and i even used ddu to delete the drivers but still nothing happens.

When i plug in the pcie power the gpu turns on but there is no display. The psu is thermaltake smart rgb 700w. When i plug in another gpu its working but when i use my rx 590 it doesnt

using dp/hdmi?
