VGA Power won't go in the whole way

Solution
On the eight pin 12v Pci-e power block from the Psu to the connector on your GTX 1070 card.

The 12v Pci-e power connector from the Psu will have a claw hook latch Paradox.
As in this picture of the eight pin 12v Pci-e power from the Psu.
While inserting the eight pin power block to the card

Push the tab in over at the top while inserting the power block to the GTX 1070 card you have.
It should then fit and line up without a gap between the female connector on the card and the male connector from the Psu ok.
