what program are you monitoring for this, if your gpus are at 99% then your gpus are working as intended. if anything as an irregularity, theres the offshoot chance that since i dont know your system build, the 0% is representing the igpu on your motherboard/cpu that is currently NOT in use.

I mean if its 0% and its not affecting performance, I dont think you should worry much about it. Can't say much about it, since I dont use Asus GPU Tweak(as its one of the more limiting overclocking tools since it puts an extremely low limit for overclocking vs other overclocking tools.)
