Question Video and audio stuttering after PC upgrade

I experience occasional stuttering in games and even occasionally when on the desktop, where audio will stutter and the video will do the same, in sync almost with each other. i can start a game like destiny 2 and be fine and then a few minutes later the stuttering starts and is unplayable. Any ideas what could cause this? I have done 3 fresh installs of windows and the issue persists.

System Specs
CPU: AMD Ryzen 9 3900XT
GPU: NVIDIA GeForce GTX 1070 (ASUS)
RAM: 40GB DDR4
Motherboard: ASUS Prime X570-Pro
SSD Storage

Also a side note, not sure if related, but occasionally if i try to restart, it sits for like 5 minutes on the restart screen, then bluescreens. I attached a dump from that. Shutdowns work fine.
