I'm not to great at explaining things, so bare with me. But it's as the title says really, this is a new build (about a week or so old.) so there's not really much on it. Everything had been running fine until earlier. I had recently bought and installed The Witcher 3 (Installed it on Saturday) However, I didn't get to play it until only a few hours ago. Upon noticing the stuttering in audio/video in-game I closed it to look for a solution to the problem & couldn't find one... Only to notice it's affected my entire computer. Youtube, Twitch, etc.

EDIT - Seems like it's just sound now.

My drivers are all up to date. I've also tried re-installing them aswell but to no avail. I can't really get a video of it right now but it's pretty much just when a video/game is being played there are moments inwhich it just pauses completely for a split second before unpausing itself.
