Video Card for 1080p Gaming at High Settings and 60fps

I am looking to buy the cheapest possible video card that can run any game at 1080p at high settings and a consistent 60 fps. Any suggestions are appreciated!

GTX970 would be the way to go, its bang for your buck cheap and will play all games very well and you have a starting point of 4GB Vram. 2GB Vram is quickly becoming redundant.
