Video Card Install No Boot

I'm in a bit of a bind here. I just received my video card from an RMA process and I'm having difficulty installing it. After installing the card, Windows 8.1 boots up and I get a black screen and no keyboard functionality. After hard resetting several times, I get the repair screen and keyboard/screen works. I can boot into safe mode and all looks as it should. Once I boot into regular mode, I get the same thing.

If I were to remove the video card, I can boot up fine. This started happening immediately after I sent the card away for repair. I tried installing another spare video card and it did the same thing. I'm thinking maybe my power supply is dying?

I've uninstalled the intel 4000 drivers that I was using while the card was uninstalled. I managed to boot up only once successfully. Shortly after booting up, I tried changing the video settings and it freezes.

Any suggestions? Tried running CCleaner to get rid of any old registry entries. Still no luck. I'm only able to post this thread using safe mode. Please help!
 
Solution
If the GPU has 2 x 8 pin sockets then it needs 2 x 8 pin plugs from the power supply in it.

I think you need to post your build - all components, make and model
With black screen how do you know if your keyboard works?

Usually Blue Screen is Video card not working. But it doesn't seem to boot that far. And with black screen you don't know if there's any error codes.

On HD4000 can you find some error dump file?

Do you have a post beeper?

I know the keyboard works because I can boot into safe mode and use both keyboard/mouse and the monitor works. Also, the keyboard works in the BIOS.

I'm not sure where to find the Intel Log Files. I've already uninstalled those drivers. If I were to remove the video card, which used to work prior to me shipping it out for RMA, I can boot up fine.

So strange...
 


Yes, I've booted into Windows 8.1 twice, randomly after rebooting several times. When I tried to install the latest AMD driver, it would freeze.

EDIT: Another thing I'd like to mention. My current PSU only has one 8-pin and 6-pin PCI-E power plug. The new video card I received has two 8-pin plugs. The previous version I had only needed one 8 and one 6-pin. Does that have anything to do with it?
 


Set bios back to default settings.

Things I've tried:
1. In device manager, uninstall/ delete driver for both display adapters, Intel and AMD

2. Runs fine without video card installed

3. Install card and boots to black screen and no keyboard/mouse functionality

4. Safe mode works, keyboard and screen

5. Low res mode doesn't work
 

I'd have to run it in safe mode, does it work in safe mode?

I know the card works, I've installed it in another computer, boots up fine. Windows detects it, no keyboard or screen issues there. Could it be my power supply? Maybe it's not giving it enough power? Would the motherboard be messed up if it's doing this to all video cards?
 
 
Alrighty, figured it out. The PCIE port is dead. I moved the card to the second slot and it's working now. Only problem is, the DisplayPort doesn't work, that must be the video card though, right? Any way to test? Windows isn't detecting anything plugged into the display port. Only detecting the DVI monitor right now.

EDIT: Reconnected the cable from the monitor made it work! Ooh, I'm loving this 144Hz Asus monitor!
