Having issues where my video card has constantly been losing picture in the last few months, today however I was playing on my computer like normal and it just shut down and the video card started doing a surge... Only the video card did this surge. I reset the computer and it started working again.

Shit the computer off and now when I go to start it up, the video card fans act like they are trying to spin but then they stop. It repeats itself.

My video card is a GTx 970

I have already changed out the power supply connections and found that they are outputting what they should be...

My guess is the video card finally gave out.

Please let me know what your take on this is...

Solution
Sounds like your correct and I would suggest the 1060 either version. Even the 3GB version is as fast at the 970. Only thing I can suggest on the video card is try reseating the card. Take it out and put it back in so the connectors clean any build up that could cause connection problems. Could also test the card in another know working system to be sure.
