Hello!

I am putting together a pc build for my brother to do video editing as a side income/business. I wanted to get opinions on if the build I have created will do the job of creating quality 1080p videos. Below is the build list

I also have a question about Windows 10 if someone is able to answer that question. If my brother had a windows account on a laptop that had Windows 8 but then upgraded it/downloaded windows 10 on to that laptop, will Windows 10 still need to be bought or does his Windows account have multiple downloads of Windows 10?

Saldy, if the laptop came with Windows 8 preinstalled, almost 100% sure OEM version, that Windows is tied to that laptop. Even if he made the update to Windows 10, that Windows 10 will still be locked to that particular laptop.

Windows (hotmail/outlook) accounts are somehow related to Windows Activation but not in the way you think.

You can download the official Windows 10 "media creation tool" from Microsoft: https://www.microsoft.com/en-us/software-download/windows10. You will be able to pick the between 32/64 bits, language, etc.

Using the tool you will create an installation drive (need at least a 8GB USB drive), once you run the installation you can choose to instal Windows Home or Profesional.

That Windows account is tied to the laptop and probably won't work with the new PC. However you can get Windows cheap...

You can use Windows without activation, not the complete best/experience, but still get the updates, and almost anything working, is just that some parts of the system won't be enable for you to play with. And after some time, I think is 30 days, you will get a watermark on the right side of the screen telling you Windows need to be activated.

This is what I would do, a bit more expensive, but if you are making money editing videos, the 3600X its worth it the few extra dollars, and the extra drive it will be usefull for the cache, your media files, etc.:
