Question Video/movie drop frames/stutter

Sometimes movies (doesn't matter what's playing them) seem like they are skipping frames, I'm not even sure what to call it.
I don't think it's a hardware or software issue, does everyone have this problem?

1155 mb i5 16gb ram ssd happens on both win7 and 10 also tried two different video cards 750ti and rx580

No this is most likely likely a software issue
