Question Video playback bad and 100% gpu load

Whenever I play a video on my computer, it drops to like, 1/2 frames per second, and my gpu load is at 100%, but the gpu doesn’t have to render it, right? It’s saved onto my computer. Even if it does it’s already there, and I had no problems screen recording it and it’s not even 1080p. I set my AMD video settings on default, it still doesn’t work. I have tried Movies & TV, CnX media player, and VLC media player. It runs fine when I put it in my video editor and preview it, so there must be something wrong... Videos play fine online, like on YouTube and discord. What do I do?

Most of the videos are from AMD relive

right, but it need to decode it

I have tried AVC and HEVC, if that’s what you meant by decoding, if not then I have no idea what your talking about.

I have it saved on an SATA III SSD, the max bitrate is 100mbps, but I don’t think it records that high because it’s 720p at 30fps.
