Sure.
At this level, the "NAS" is simply an OS and some attached drive space.

What 'features' does this NAS have to support?

i would like to access it on my other pc's as shared storage for tranferring files between them (and possibly access it on the laptop itself
using an 8 port netgear gigabit switch (the switch will not be plugged into a router because i dont have ethernet where my pc's are, so simultaneously being able to use the nas and wifi would be nice

i am going to use the vm on my laptop which has an i3-7100U, and 8gb ddr4 Ram

Just to share files between the two, you don't need any VM or 'NAS'.

A simple shared folder one one or the other, and both systems can see that folder.

PC#1 - Shared folder, and access given to 'Everyone'
PC#2 - Mapped drive letter to that location. I generally use the drive letter S for this.

Both systems can read/write to that space.

When you configure your VM, configure the network as "Bridged". This way, your NAS (a VM client) will obtain an IP address from same network as the VM host, and be available on your local network.

Ive been using HyperV instead of VirtualBox for my servers, but yeah, easily done but unless youre running a full VM environment, prob not much point.
